The Main Points for Establishing Miaoli County Healthy City Promotion Committee :
| 1. | Miaoli County Government (below calls government) establishes ¡§Promotion Committee for the Plan of Miaoli County Healthy City¡¨ (below calls committee) to help planning, coordinating, and executing all kinds of tasks of healthy city. | ||||||||||

The committee has 1 chairperson and it is hold by Magistrate. There are two vice-chairpersons which are Deputy Magistrate and Chief Secretary. Committee has forty-three to forty-five commissioners. Except chairperson and vice-chairpersons, government can select the commissioners from the following:

The terms of the commissioners are two years and commissioners can be reselected when their terms expire. If there are any open positions for commissioner during the term periods, the Magistrate can designate the substitutes for the remaining terms of the original commissioners. The terms of the substitutes expire when the remaining terms of the original commissioners expire. | ||||||||||

The committee has one Executive Secretary and one Deputy Secretary, which are held by the Director-General of Planning Office and Director-General of Public Healthy Bureau. The Executive Secretary is responsible for directing the tasks of committee and the Deputy Secretary is responsible for assisting Executive Secretary. As to the staff operation, the County Research & Evaluation Office and County Public Health Bureau are responsible for it. | ||||||||||
| 6. | Due to the necessities of service, the committee can hire the scholars and experts as consulters. If it¡¦s necessary, the committee can invite consulters to attend committee meetings or ask them for suggestions. The terms for consulters are two years and they can be rehired when then terms expire. | ||||||||||
| 7. | Under the committee, there are three working teams, which are health culture team, environmental and industrial development team, and social welfare team; Each team has one chairperson, one chief, and several staffs. Magistrate designates all the personnel from CountyGovernment. | ||||||||||

If it¡¦s necessary, the chairperson of each working team can summon the meetings at any time. | ||||||||||

According to the responsibilities of each working team, each working team needs to process the committee¡¦s resolutions and inform related agencies. In addition, each working team has to review and report the implementation status of committee¡¦s resolutions to the committee meeting. | ||||||||||
| 10. | The committee summons the meetings every three months. When it is necessary, the committee can summon the provisional meetings. The meeting is hold by chairperson of the committee and he is also the chairperson of the meetings. When the chairperson can¡¦t attend the meeting, one of the vice-chairpersons will be his representative. If chairperson and vice-chairpersons can¡¦t attend the meeting, the commissioners can elect one of their members to be the chairperson of the meeting. | ||||||||||

According to the necessities of the subject of the committee¡¦s tasks, committee can invite related township offices, city offices, experts, scholars, elected representatives, non-government organizations, or community organizations to attend the meeting. | ||||||||||

All the personnel (commissioners, consulters and staffs who hold concurrent post) of the committee are non-pay positions. Only the external contracted commissioners can request fees for attending the meetings. |
